Summary:碩士 === 銘傳大學 === 社會科學院國家發展與兩岸關係碩士在職專班 === 97 === ABSTRACT This research took the development of a gambling industry on Taiwan’s outlying Islands of Kinmen as the research subject, aiming at analyzing and discussing the feasibility of opening up casinos in Kinmen. Analyses and discussions of the proposed questions in this research were based on literature analysis, participant observation, the Gambling Law, and theories of tourism development. The first chapter introduced the main purpose of this research; the second chapter delineated the societal and political backgrounds to the possible development of a gambling industry on the Islands. Chapter Three discussed the economic gains and social costs entailed by the gaming or gambling industry. Chapter Four mainly analyzed the conditions and resources of Kinmen supporting the development of a gambling industry, including its geographical location, transportation, population structure and currently existing industries. This chapter also made comparisons between Kinmen and Penghu, in terms of their respective advantages and disadvantages of the establishment of a casino, and then drew inferences from the above analyses so as to summarize possible contributions and impacts brought by the development of the gambling industry to the local tourism industry in Kinmen. Chapter Five explored the degree to which the development of the game industry might have effects on the local development or might induce a change in the population structure, such as a crowding out effect. This study came to conclude that Kinmen is more suitable than Penghu for developing a gambling industry, given that the majority of the tourists have come from the mainland. In addition, although the gambling industry could bring about economic gains, such as increased employment opportunities, considerable revenue for local government, and enhanced competitiveness in the tourism development, it is better to err on the side of caution that the establishment of the gambling industry might induce impacts, both expected and unexpected, on the society and the natural environment. Therefore, this research suggests future studies on the feasibility of the establishment of the gambling industry. to take consideration of social and societal costs entailed by the gambling industry, not merely taking from the aspect of economic gains
