The fuzzy analytic hierarchy process (FAHP) was then used to establish the weight evaluation of each hierarchy level. At the end, an on-site appraisal was done for verification. It is the Fuzzy Delphi Analytic Hierarchy Process(FDAHP).The attempt in discussion of maintenance distribution costs for air force military installations, and to establish a standard for the usage of distribution costs, was in hope to serve as reference for the maintenance distribution funds of air force military installations. From the survey results with the military and civil experts in this study, the top four influencing factors for maintenance distribution costs by military experts were improvement of the living environment (11.93%), immediate hazards(10.33%) , the years of barracks (9.69%)and the types of barracks (9.64%), while for civil experts were the types of barracks (12.28%), improvement of the living environment (11.58%), immediate hazards(10.51%), organization and personnel (8.34%) as the top four. It was found that improvement of the living environment, immediate hazards and the types of barracks had a determining weight influence for air force facility maintenance distribution funds. The military and civil experts groups investigate a corps of air force form 2006 to 2008 cases, using 6 methods included subjective Semantic Expert Assessment, objective Geometric Progression Assessment and Arithmetic Geometric Progression Assessment, and find out the differences comparing with the results of real maintenance distribution costs. They mainly match a rate of 70% to 80% by plus or minus one level and real costs. Two items of Semantic Expert Assessment have 100 percentage matches rate which are a little higher than other four traditional Arithmetic and Geometric Progression Assessment ones’. They have closely related between fuzzy uncertainties analyzed by experts’ critical evaluation and the multi-attributes, multi-regulations of group decision-making issues with the research topic, air force facility maintenance funds.
