Transportation consumes the most of petroleum products. Therefore, in order to manage those resources effectively, it is important to establish policies about the sustainable development of transportation and to grasp the potential of energy savings in transportation. In this study, with 2005 as the base year, various transport systems were used to predict the trend of traffic growth by the target year of 2030,and estimates the potentials of energy consumption, energy-saving strategy ,and reduced carbon dioxide consumption under the condition of 『Business As Usual ,BAU』.The research also predicts energy consumption can be reduce to 1,865 million kiloliters of oil equivalent from 2,533 million kiloliters of oil equivalent through the shifting of transportation equipment, escalation of the effectively of various fuel and oils. In addition, in 2030 the amount of CO2 emission is be estimated to decline to 1721 million tons. Moreover, the result of this research indicated that the best method to save energy and to decrease CO2 emission is to increase the efficiency of energy utilization. The results of this research can be used to develop sustainable transport development policy and for the government policy makers to achieve the goal of reducing greenhouse gases and to reduce the dependence on imported fuels.
