So there is a folk- First Fu (Tainan City), Second Lu (Lu-Gang, Taichung) & Third Mann-Jia (Wain-Hwa, Taipei)-spoken to express the political and economic position of Tainan in the past. Today, Tainan is well known as the First Capital of Taiwan. However, all of the above cultural heritages became the liabilities of this ancient city even blocked the development or reconstruction of city to be a modern one. Tainan City has more antiques than the other cities in Taiwan. These antiques caused a lot of urban development conflicts. It results the urban development of Tainan City get behind the other metropolis in Taiwan. Antique Preservation vs. Urban Renovation is a common issue among developed urban area worldwide. According to the existed examples, the most successful solution is to establish a co-existed and compatible module to deal the conflicts between them. Among the successful examples, “Request Management & Operation” is the most adequate pattern to apply in Antique Preservation to develop the cultural heritance became a co-existed urban character of Tainan. Based among the facts above, there are three dimensions to compose this study: first, to analyze the benefit of the Request Management and Operation among culture heritages in Tainan City, second, to study the preservation method of cultural heritages resources, and the third, to discuss the impacts caused by the tourism and recreation among cultural heritages preservation. The study was conducted by series questionnaires toward the officers in charge of the cultural heritages and the Request Management & Operation private parties. The contents of interviews are focused on the re-utilization of cultural heritages, how to combine the recreation through the re-operational behaviors, and ask them to find out the impact patterns occurred in the management. To reach a further understandings about this study, Interview by cases were consisted a quality study part. The quantity study was consisted by questionnaire. The results of this research are shown: 1. The proposition of the Request Management & Operation private parties was analyzed by the quality study. In the category of Participating Motive, the interviewees identify that to participate in this business means upgrading cultural essences of their own business is a gain for business image. To expand business perimeter by the feedback to local is expected. In the category of Rent, Interviewees indicate the rent cause a lot pressure in operation, and expressed no willing to invest a large amount of money on this business. If the government can support some funds in the business will be pleased and encouraged for their participate. In the category of Leasing Period, the interviewees are not satisfied in feature limit of leasing period. A longer period is requested for them to tune-up with the business pattern. 2. The quantity study indicates the utilization in the proposition of public. The publics take the cultural relic demonstration as most important part in “Leisure Facility”. In “Management & Operation” category that the publics shown more confidence about the cultural heritages managing and operating by the government unit. Most of the public’s opinion shown the cultural heritage sites should open and operate in six day a week and close on Monday in the “Opening time interval” category. The researcher expects this research will help the public sectors who are in charge of the maintenance or administration of the antiques and cultural heritages in the future to perform any restoration with further thoughts. Not only emphasizing in restoring the hardware by construction or engineering, but also developing the accompanied tourism and leisure activities to make an abundant and variety urban life for Tainanese. Finally, the researcher expects this study become the role model and the pioneer for the future study about preservation and co-existed management in the cultural heritages of metropolis.
