Island travel is the most important trends in global tourism development. The natural landscape can potentially become the advantages of making Penghu a center for international sea vacation. For this reason, if gambling could be legalized and combine the natural landscape and historical culture attractions around the island, it might attract lots of tourists travel to Penghu. The study of this research utilized the documents to explain the conditions of gambling with tourism development, and then analyzed the conditions of environment resource in Penghu and the policy of gambling with tourism development. In the end, the researcher made use of improved Delphi techniques to get the necessary terms that setting up the gambling tourism in Penghu. By surveying with questionnaires in Delphi techniques, it shows that the conditions of natural resource and culture resource could be used to the tourism development in Penghu. And the survey also emphasized the tourism resources integration. The point is that all the industries can work efficiently and work together under specialized system. Finally, in order to achieve the goal, the local residents, the investing groups, and the government can find out the cooperative and prosperous deal all the time.
