碩士 === 立德大學 === 科技管理研究所 === 97 === The Science parks of Taiwan are adopted gradually industrial reform and innovation in the future years. Clusters have become recognized as a potentially effective mechanism for enhancing competitive advantage, and develop mechanisms to identify actual and potential clusters and to promote their formation and operation. As we should know the Micor-environment changing, The purpose of this research is to construct a risk model mainly based on the Taiwan’s Science Park development of strategies, with risk analysis for the future of recommandation. This research applies the case-study method for Science Park of Hsinchu, Southern Taiwan Science Park, and Tai-chung Science Park as the main research approach. Thereafter, three of them are re-applied to identify the risk model of indices and key factors inside the studying structure in the real cases and to see what has been happened through whole research. And the findings of this study, we carry out the risk model from (Tichy,1999) and Cheng Y,L(2004) taht is going through some life cycles and emerging to understand and improve industry competitiveness, and understand which changes will influence the growth and development of industry's clustering with risk analysis. Finally, some discusses and recommendations will be made to the case of the research. For the research taht can turn back the risky situation of their orginal developing mode, and then improve the management performances of industrial cluster’s development. Meanwhile, we can adopt strategy of them in order to obtain the core-competence for Taiwan Science parks.
