Any one thinks other one own or possess more than oneself, whether are personal characteristic, social status, income or wealth, will feel imbalance. Besides individual behavior, envy also influences everyday life, policy legislation and social institution. This paper examines of psychological envy in connotative meaning, characteristic, cause and effect, and the influence in social institution. And this paper studies the economic conception of envy, envy and the mechanism design of optimal taxation, and the envy tax. The target of optimal taxation is to achieve efficiency and equity. When society is unbalance, many people accumulate envy. Therefore government policies, especially in finance and taxation, should consider to reduce the difference between rich and poor, and to retard the envy.
