Taiwan has an optimistic view of the business opportunity of Long Stay, an getting urgent overall arrangement, in order to meet 7 million retired population's Long Stay potential market in baby boom after the war of Japan in 2007, expect to make the transition and open the new machine for agriculture, promote whole environmental construction and visiting industry development. Kaohsiung County is rich in natural resources. For its colorful geological landscapes, it is probably become one of the most important cities as the long stay destination for the Japanese pensioner tourists; it does not only increase the profit of foreign exchange, it also activates the industrial business in the countryside. The key issue of developing the long stay leisure industry for the Japanese pensioner tourists lies in the environment of the accommodation - whether it is suitable for the Japanese pensioner tourists. The objective of this research is to aim at the 27 townships of Kaohsiung County, based on their environmental characteristics to conduct an evaluation on the potential of being the destination for long stay; the evaluation model is based on C. M. Lee's (2007) "Study of Long Stay Destination Evaluation Indicators for Japanese Pensioner Tourists in Taiwan" as research dimension, to analyze the grading criteria for the evaluation variables, and to develop the Two-graded Model and the Ranking Model for the evaluation. Furthermore, base on the gray correlation analysis (GRA) which is advantageous in many ways, to make the best decision among the overall evaluations on the comprehensive choices.
Through analyzing, understand that originally there is quite abundant natural beautiful scenery in Feng-Shan, have industry potentiality to develop Long Stay, accord with place marketing, offer good and satisfactory image, attractions, infrastructure and people, except outside accommodation environment, function of Skype network telephone, already quite perfect, the government should finish its relevant administrative supplementary measures actively, combine resources of every unit, on sale throughout the characteristic of the area, set up the market of Long Stay while belonging to Kaohsiung County.
