The Lyapunov-Krasovskii functionals are modified and expanded. Then, sufficient conditions are given for the existence of the state observer and observer-based robust controller for such uncertain system via the Lyapunov-Krasovskii functional. The detail design procedure of the state observer and observer-based robust controller are presented by solving two-stage two linear matrix inequalities (LMIs). Because of the length and complexity of the Lyapunov-Krasovskii functionals, the design methods in the literature are of two-stage ay present. The proposed idea is extended to investigate the problems of observer-based control.
