The whole world has been in a terrible state of panic because of the oil crisis due to the increase in the demand of oil. For this reason the world is dedicated to finding a new source of energy. In order to find a type of energy, which is non-polluting, to help with the development of civilization, the development the Green Energy, which is environmentally-friendly, becomes the new industry. In Taiwan the average annual wind speed is measured to be at 5 ~ 6 m/s. This data shows that Taiwan has the potential and is suitable for wind power development. Based on the above and working in cooperation with the international energy develop trends and their environmental conditions. This report talks about the aims in developing a low-speed wind turbine with outer-rotor. From the energy’s point of view, when wind flows through the turbine blades of the generator. The turbines take that wind and change that kinetic energy to mechanical energy. That mechanical energy is then changed to electrical energy by the generator. In the process the shape and number of the turbine blades is to be carefully looked as they will greatly affect the energy generation and transfer. Details on optimal designs and performances for the blades will be included in Report. The Low-speed outer-rotor wind turbine is constructed with vertical-axis structure, PM outer-rotor generator, rectifiers, charge-discharge control unit, buck and boost control, AC to DC circuit, and remote monitor system and tower. The planning steps for the wind turbine are as follows: 1.Location (include meteorological data acquisition, set up construction site and building code endurance, and miscellaneous licenses),2.Standardize the generator systems,3.Turbine blades design,3.Simulations and tests,4.Designs and construction of tower,5.Installation and testing of product,6.After many tests and improvements, the 5KW vertical axis wind turbine is successfully developed.
