Those jobs involve not only for the measuring of equipments also about the safety of personnel. The measurement method of insulation resistance in equipments is the simplest that only can confirm rapidly the equipment superficial is clean or not. The measurement method of medium power factor can distinguish most effective of insulation material in all. Also, the measurement method of partial discharge has result of with measuring of equipments. Simultaneously, this thesis also presented the lightning arrester failure to induce the ground fault accident in customer side system. This high-voltage customer is supplied by two feeders at Tainan Science Park. Due to the lightning arrester failure then causes the ground potential rise to burn the head of underground cable that does not use but remove yet. The accident wave forms had been to re-build from the record of digital protection relay. Also, the resistance value of the ground systems was measured after accident. This thesis utilizes the simulation results of the electromagnetic transient program to analyze the reason in accordance with the power system states happened at that time of accident. There are included electric equipment grounding, lightning arrester grounding and systematic interconnection state to make a prevent strategy and offer the countermeasure of improving by promoting the quality of power supply.
