The study hypothesizes, using the theory of A. Micheal Spence as the premise, that although the financial statements and tax declaration form on newly incepted company entities provide the indicators for outside related parties to analyze a small and medium enterprise’s state of operations and profitability, yet the functionality of which might be deprived under the circumstances where there are conflicts of interest between the small and medium enterprise owner and the outside related party. Consequently, small and medium enterprise owners with an advantage in computer information have adopted a decision (through the selection of the quality of an accredited bookkeeper) to fittingly release a business’s private information, which would reduce the level of impact of asymmetric information to allow outside related parties to clearly understand and assess the true value of a small and medium enterprise. The study’s deduction shows that a separating equilibrium would sustain, thus small and medium enterprises can rely on the appointment of the quality of an accredited bookkeeper to convey information to outside related parties; contrarily, when a pooling equilibrium sustains, then small and medium enterprises will not be able to rely on the appointment of the quality of an accredited bookkeeper to convey information to outside related parties.
