碩士 === 玄奘大學 === 公共事務管理學系碩士班 === 97 === The Science Park Administration, an organization under the supervision of the National Science Council, is the organization in charge of the management of the Hsinchu Science Park. The Science Park Administration plays a key role in carrying out national high-tech industry development policies as well as coordination among industries, government authorities, academia, and research organizations under Article 6 specified in the Act for Establishment and Administration of Science Parks in Taiwan. Organizational changes of the Science Park Administration thus acts as an important factor in elevating domestic high-tech industry development as well as strengthening the services for Science Park companies. To solidify the policy goal of reinventing government and to propose drafts for the Legislative Yuan to review the organizational change of the Executive Yuan in the sixth meeting session, the Executive Yuan sanctioned the revised version of the Law Governing the Organizational Change of the Executive Yuan at 3080th meeting on February 20, 2008 and sent the Law to the Legislative Yuan for examination. Two laws, namely revised “Standard Law Governing Central Government Organizations” and draft of “Temporary Act for Operation Function and Organization Reform for the Executive Yuan,” were then sent to the Legislative Yuan for examination. However, the original organization reform bills were initiated by the Democratic Progressive Party (DPP). As Kuomintang (KMT) assumed as the ruling party since May 20, 2008, a revised version of government organizational change bill was proposed to replace the original one, which is expected to place crucial impact on the organizational change of the Science Park Administration. This study aims at investigating the feasibility of organizational change and possible organizational changes of the Science Park Administration via data collection, data analysis, literature reviews, and interview with experts. Results of this study are expected to be useful guides for decision making of relevant government authorities.
