This study uses CATI system to survey and using text mining to analysis and mining the hidden knowledge of news paper.From Consumer Confidence Index and market positioning to estimate economic benefits and impact of casino. Besides, from other countries’ experience to discuss the advantages and disadvantages in the future for Taiwan, and suggesting the relevant measures and regulations. The results are: （I) The gambling must rely on a large number of high-quality human resources, and effectively management in order to achieve the objective of sustainable development. （II) Negative impact especially the public safety should be careful assessment and planning in advance. （III) The transport must be complete planning. Duing to the lack of experience in Taiwan, we can refer to other successful countries, and introduce the experience of professional management to advance related planning for government in the future.
