Furthermore, in the consideration of reverse logics of scrap tires, includes a lot of complex factors and job procedures, huge quantities of resources and times will be consumed in handling them. Therefore, the priority target for the government from different countries, business, and environmental organizations, is to find a solution to deal with the problem of the daily increase in scrap tires. This study, through literature studies and interviews with experts, derives a few key indicators for the reverse logistics, including: the first tier includes five assessment dimensions which are financial effect, operational procedure, learning and growth, the relationshipconcern of reinverse supply and risk control; the second tier is to extend thirteen strategic themes from the five assessment dimensions; the third tier is to continue the development of sixty four performance measure indicators. Considering the characteristics of the relationship between dependency and contribution, utilizing the analytical network process (ANP) mentioned by Saaty(2001), to compare and calculate the essential assessment indicators and relevance, to figures out the weight, in order to build up the performance evaluation model. The tire recycle vender plays an utmost role relying on their knowledge of reverse logistics techniques during the procedure of reverse logistics of scrap tires. They are capable of reacting quickly to the marketing changes and effectively control their cost expenditure. The final goal of this study builds on the reverse logistics of performance evaluation model. It provides the tire recycle venders to evaluate its own operation, and also in future, when facing key decision making, they are able to provide a valuable reference to management establishment.
