Nevertheless, declining fertility rate becomes a big problem for running a kindergarten; conductors face a difficulty in enrolling students. A schoolmaster who recognizes the issue of declining fertility rate should work out effective strategies to enhance advantageous position in educational market. It becomes the most important subject in the field of education. The purpose of the study will focus on how a schoolmaster faces the issue of declining fertility rate and what coping strategies they choose. The researcher chooses seven schoolmasters from private kindergartens in Taipei county as interviewees and uses Case Study as a tool to investigate. The chosen interviewees will have a narrowly interview base on the purpose of the study. Then after analyzing the data, here are the study findings as following: 1. The factors which affect a schoolmaster’s recognition of declining fertility rate: education level, different roles of a manager at school, business models of a kindergarten, external information and internal operation. 2. The coping strategies of a kindergarten: long-term and short-term plans for coping with the issue. 3. The key effects that influence a schoolmaster to draft plans: a schoolmaster’s recognition of declining fertility rate, a schoolmaster’s working experience and a decline in a school business rate. According to the results, here are four suggestions as followings for kindergarten conductors: 1. Extending the age of kids, like one to three years old babies and building up a niche market. 2. Enhance distinguishing features of a kindergarten and focus on superior quality teaching. 3. Build up a core competence for kindergarten. 4.
