The section concerning the prospecting model of economic structure in the agreement singed between CPC Central Committee, Hong Kong, Macao and other special economic zones on June 29th, 2003, conforms to the principles of Socialist Market Economic Development. In CPC’s National Economic and Social Development, the 11th Five-year Program (during the period of 2006-2010), it is detailed that “the aim is to carry forward the spirit of the 16th CPC National Congress and the 3rd Plenary Session of the 16th CPC Central Committee and to propose development goals that conform to national conditions, correspond to the demands of the time and solidify people’s will. There are some discussions on promoting the coordination of regional development, and Pan-Pearl River Delta, Yangtze river Delta and Bohai Bay-rim Economic Region are expected to continue promoting the inland economic development and the radiation interaction that can reinforce the coordination and complementarity of the cities within the regions in an attempt to strengthen the overall competitiveness of the city clusters. Pan-Pearl River Delta is the frontline for opening up, and is also one of the important indexes for rapid economic development. For the past 20 years after the reforms and opening up, Pearl River Delta area has attracted large amount of direct investments from abroad. However, in recent years, under the influences of Economic Globalization and Regional Economy, Pearl River Delta Economic Zone is also facing the keen competition from other inland areas. Yet the advantages of investment environment decide the regional competitiveness. Under the circumstances, the construction and development of Pearl River Delta will be the key point. In fact, regional advantages deeply affect the investment environment nowadays, and therefore, the construction problems of Pearl River Delta emerged. The signing of CEPA will change the scale of economy and the development conditions of Pan-Pearl River Delta, and will bring more potential for its scale of macro-economy.
