Taking the US as an example, the telecommunications and cable television service providers all offer the Triple-Play service, and are now developing towards Quadruple-Play service. This shift is due to the arrival of new technology as well as changes in the industry. Looking back at Taiwan, we should take care of consumers’ preferences and application needs through comprehensive thinking, thereby integrating the network convergence platform, and develop brand new or all in one services. In addition, from the loosening of the Telecommunications Act and the Broadcasting Act, restrictions prohibiting the cable TV industry and the telecommunications industry to operate cross-industry businesses are also lifted. Together with the opening of fixed communications network services, the impact brought about by digital convergence is receiving increasing attention from the government. Therefore, how to enhance or maintain self-competitiveness by integrating voice, data and video communications services, has become the main objective of the communications service providers. This is the primary motive for this study. Through benchmarking, strategy analysis and other relevant theories, together with the development experience of foreign communications industry, this study intends to analyze the current problems as well as future competitive positions of the domestic communications industry. A feasible Quadruple-Play service development strategy suitable for the Taiwanese communication industry will be proposed.
