However, researching and developing (R&D) the characteristic of the public goods and the huge uncertain risks might lead to market failure, which made the quantity of the R&D not be optimal; besides, should the government plunge in the research rashly, for correcting the market failure, it''s possible that the enterprise revoke the future benefit plan; as a result, it much reveals the importance of the policy of the government’s R&D. For cultivating the R&D, our government not only actively set up the Science Park, but also implemented many policies to encourage the private enterprise to execute the R&D. However, it still needs to be confirmed that which policy is much more efficient in executing. In this paper, it focused on the subsidiary and the trade-restrained policies, these two elements from many policies that might influence the R&D, and used the fuzzy logic to examine the important relation between these two elements and the willingness to invest of the private enterprise, and then probed into the effect of the policy. And, it also weighed the government''s subsidiary and the trade liberalization with the nonlinear relation in the willingness of the enterprise R&D, in Taiwan, Japan, French, United Kingdom, Germany, the USA and Canada these seven countries. It confirmed that the trade liberalization and the government subsidiary played an important role on the development of the enterprise research, which revealed it could initially weigh the future tendency of the enterprise R&D by government''s subsidiary and the trade liberalization; nonetheless, confined by sample number of the years, industrial structure and other elements, our country did not reveal obvious tendency.
