Taking into account of the establishment of industrial park, precision machinery park and Central Taiwan Science Park and Taiwan High Speed Rail open to traffic, Taichung City Government announced its urban plan in 1986 to accommodate booming business opportunities and long-term development.
The purpose of the urban plan was to redistribute functions of old downtown area and to balance the development of northwest axis and that in Xi Tun District and West Tun District. In 1989, 1996 and 2005, the name, spatial and demographic distribution and application of urban plan were adjusted because of change of time and economic factors.
Special Purpose District (SPD), West Side of Special Purpose District (WSSPD) and South Side of Special Purpose District (SSSPD) are the focus of urban plan of Taichung City. This article takes cases of construction companies within SPD to discuss whether land consolidation benefits local economy.
Results suggest that in SPD of Seventh Land Consolidation Area of Taichung City, residential area generated a profit of approximate 116 billion, while that of commercial area reached 47 billion. Combined together, the two areas brought about 162 billion of economic benefit which did not include those from WSSPD and SSSPD. Therefore, the opportunity of economic growth and development brought by land consolidation can be significant.
Applying the estimating model for economic benefit of this research to Shuinan Economic-Trade Park (SETP), the economic benefit of residential area and commercial area may stand approximately at 111 billion and 102 billion respectively, with total benefit of 212 billion. Its estimated benefit, however, only account for 32.44% of SETP because of its spatial attributes. Based on estimated benefit of SETP, it might be concluded that the benefit of urban planning is several times higher than its investment. For this reason, implementing proper urban plan is indeed conducive to economic development.
