Up to 2007, there has been a total of 4 sessions and 268 community planners have been trained. The creation of the system originated from Taipei City Government''s commencement in 1996 of a local environment development plan, which transformed into a community planner system in 1999, and with Hsinchu City''s implementation in 2000, the Construction and Planning Agency of the Ministry of the Interior considered the results satisfactory and further expanded the scope of the program. Since 2001 large scale subsidies were provided to local governments to implement the community planner system and Taichung County commenced the community planner system in 2002 after careful consideration of other city and county government''s experience with the program. In addition to actively engaging architectural professionals into communities, assisting community residents to participate in public environment consulting, diagnosis and improvement as well as emphasizing the importance of community involvement, government officials were involved in the community planner training process with the aim to improve the relationships between professionals, the community and the public sector. The main purpose of this study is to evaluate and to measure Taichung County''s community planner system , its effectiveness and results with the aim to provide reference for future continuous implementation of the program. The research methods is to first start with literature review then analysis of Taichung County Government''s results of implementing the community planner system as well as overall promotion structure and studies of completed cases. Five aspects have been collated including: 1. role of the public sector, 2. function and role of community planners, 3. establishment of community autonomy, 4. establishment of implementation tools and operation procedures, and 5. strengthening of the community development consensus. In addition, a 27-indicator analysis tool has been utilized to assess Taichung County''s community planner system. Furthermore, questionnaires designed for this purpose were sent out via mail or electronically to 31 experts and the results were analyzed using the Analytic Hierarchy Process (AHP). Two benchmark indicators were obtained: “community autonomy establishment (weigh: 0.318)” and “community consensus strengthening (weight: 0.221)” and one indicator “function and role of community planner (weight: 0.178)” as well as indicators measuring local residents interaction levels were all significant factors that affect the results of the program.
