During holidays or snow season, there are traffic jams which cause a decrease in travel interests and increase in costs. How to select an optimal location for a Traffic Transfer Terminal near the interchanges of Puli area has become a critical local issue. It is expected that a transfer terminal can transport visitors from other areas, thus reduce township traffic loads and improve the quality of recreation activities. This research sets up a decision-making model to find out the most Optimal Location for transfer terminal in the Puli area by using AHP (Analytic Hierarchy Process) method. Several factors are considered, including the first zone factors that affect the whole (Factors that affect the area selection for the Traffic Transfer Terminal in Puli area), and its evaluation shows a hierarchy of “Setup Scale” better than “Land Ownership” better than “Setup Location” better than “Designation of Land Utilization” better than “Topography and Terrain” better than “Environmental Sensitivity Area”; further analyzing the six second level factors, the priorities of the four areas are as follows, “Ground beside The Puli Flower Logistics centre” better than “Ailan interchange exit No. Fourteen” better than “National Highway Six link with interchange Fourteen ramp exit” better than “intersection between xi an road and Shi Zi road”, combining the analysis of the alternative solutions, the order of the priority weight shows the first priority is “Ground beside The Puli Flower Logistics centre”. The “Ground beside The Puli Flower Logistics centre” has a great advantage because it is located at the conversion point of recreation areas like Sun Moon Lake, He huan Mountain and Cing Jing Farm and also the Puli Town hall. It has a vast space and is very close to the Puli Interchange exit. Besides, this area was never affected by natural disasters and has the advantage of neighboring the Nantou Flower Exhibition Hall Puli Flower Logistics center. The result shows that the selected area has a great potential both for traffic transfer and local economic development.
