However, this scheme contradicts the purpose of insurance. This research uses 2006 data from Directorate-General of Budget, Accounting and Statistics to run Negative Binomial Model to investigate correlation between actual medical service utilization of physician vivits, hospitalization and commercial insurance. This paper concludes 1) when individual purchased commercial insurance. Under indemnification of commercial insurance, utilization of physician vivits and hospitalization increases. 2) Positive correlation and compensation amount increase simultaneously. 3) When variables such as age and income are included in model, and increase in commercial insurance compensation. Medical marginal cost decreases, yet medical marginal utility increases. In other words, if supplementary health insurance has high indemnification, that will separate financial risk from illness or injury. The biggest problem which health insurance faces is contradiction between sufficient health coverage and motivation to purchase.
