Summary: | 碩士 === 逢甲大學 === 土木工程所 === 97 === In order to resolve the issues of lacking Engineering professionals and capabilities, the entity adopted Professional Construction Management (or Project Management) has not only become a method but also a growing trend.
The article 40th of Government Procurement Act stipulates that the entity which does not possess the requisite professional procuring capacity, the superior entity may order such entity to entrust other entity that has the requisite professional procuring capacity to conduct the procurement for it. The Public Construction Commission of Executive Yuan has demanded the Construction and Planning Agency Ministry of the Interior (CPAMI) of Ministry of Interior to provide such whole course services of which scopes listed as follows:
1. Analyzing the design requirements for the entity.
2. Selecting & screening architect.
3. Reviewing design drawings and budget of the architect.
4. Conducting design drawings to be read in public.
5. Invitation to tender.
6. Contract management from construction to completion date, inspection and acceptance.
However, the entity and the service agency are public departments of the government. Since the performance evaluation of management services to the entrusted entity, CPAMI , has never been done. The entity has no ways to complain about the entrusted services.
This research is focused on the public constructions entrusted to the CPAMI from 2006 to 2008. The performance evaluation will be conducted the survey samples with the people who engaged in planning, designing, constructing the related public constructions of the CPAMI from Oct.1. to Dec.31 2007. The questionnaire will be proceeded by mail, The effective samples are 79 pieces, with 58.52% responding rate.
This research explores the performance evaluation entrusted to the CPAMI in public constructions, and its executive capacity in the project life cycle-design, construction supervision and contract management. The results of this research could provide the non-engineering entity conducting professional construction management (or project management) as reference hopefully.
