Summary:碩士 === 大葉大學 === 設計暨藝術學院碩士在職專班 === 97 === ABSTRACT Since established, Nioumatou Culture Association, has been devoted to arrangement of community activities, preservation of cultural and historical archives, preservation of characteristic landscapes, environmental protection, and ecological conservation in Cingshuei Township. Through communitydevelopment, it tries to shape local features, build community consensus, and construct pluralistic and delicate living environments and urban landscapes, in an attempt to create a new community and culture. Its effort has significant influence on the total community development in Cingshuei Township. In this study, one single subject, Nioumatou Culture Association, was selected. Based on the qualitative research method, in-depth interviews with key figures in the association, analysis of the community development process, and participatory observation of the research field were conducted. Results showed that the association is engaged in arrangement of community activities, preservation of cultural and historical archives, preservation of characteristic landscapes, and promotion of environmental and ecological conservation. It functions as a community service provider, supporter, public educator, consensus builder, and action promoter. Due to changes of the environment, lack of funds, alienation among members, and negligence of the local government, the association is currently facing a predicament of development. However, the accumulated data and experience of community empowerment, reputation, and the abundant resources for development, including local humanity and culture, Kaomei Wetland, and Dayang Oil Depot, are opportunities for the association to seek sustainable development. Therefore, selecting meaningful issues and seeking cooperation with subsidized programs are suggested directions for the association. To a regional non-profit organization, the local government’s attribute is very influential. It was hoped that the local government can plan for a fixed budget and a long-term development program and work with professionals and organizations in the communities to jointly provide an environment that is good for development of community empowerment groups.
