Recently, the number of foreign laborers working in Taiwan has exceeded three hundred-thousand, and there is a growing tendency to rely on foreign labor for production. It is time to carefully evaluate the quality of foreign laborers. Employers often hire foreign laborers based on their individual preferences. For this reason, it is not uncommon to see people of different nationalities working in the same factory and problems ensued due to this unique phenomenon. Therefore, production efficiency of the industries that hire foreign laborers is greatly impacted by their ability to choose appropriate foreign workers to join their workforces. This is a subject that cannot be ignored. The subject of this research is a company that hires foreign laborers, but managers of related industries that employ foreign workers are also invited to participate in the study. Analytical Hierarchy Process (AHP) is used to design the integrate experts’ questionnaire. The assessment policy consists of cultural background, work ethic, and communication cognition: three factors that affect foreign laborers’ work performance. The foreign workers, hired by industries that have participated in this project, are from Philippines, Vietnam, Thailand, and Indonesia. To get the index weight, the collected data are calculated by Microsoft Excel. Hopefully, combined with experts’ advice, the statistics derived from this research will be a useful reference for industries that hire foreign laborers. The result of this study indicates that the majority of the experts believe that work ethic is the most important factor that determines a foreign worker’s work performance. Communication cognition ranks second, and cultural background is deemed to be the least important factor. Based on the result of this research, Industry A is recommended to hire workers of the four foreign nationalities in the following order: Philippines, Thailand, Indonesia, and Vietnam.
