The babao irrigation canal in Chang Hua County is one of three old irrigation canal systems in Taiwan. Therefore, irrigations and rural sceneries are elements that build extraordinary views in Chang Hua County. In the past, farmers and irrigation were closely linked to each other. The government controlled farmers via Taiwan Joint Irrigation Association. At this phase, government had full right to control the power. Due to the fast social changes and economic structure of agriculture, the range of this career has declined gradually. Taiwan Joint Irrigation Association is positively developing a style that is heading to a multi-angle changing of industries. Therefore, due to the emphasis of LOHAS (Like of Healthy and Sustainability) in recent years, it turns irrigations which were abandoned before becoming the leisure spaces with the combination of nature and manpower. People share the water power among each other. This change not only increases benefits of the running of agriculture, but also integrates indirect benefits of the ecology and living function. It has a great influence on the local area. This study takes babao irrigation canal, Ershuei Township in Chang Hua County as the object. Ershuei Township is the head of the babao irrigation canal. For the long time, local people have different interaction with irrigations. Thus, it builds many abundant and various irrigation spatial culture. This study will observe this cultural specialty through documents and interviews. Also, it will review delicately how Taiwan Joint Irrigation Association builds relationship with farmers through the sharing rights of public legal person. By using spatial production, life and ecology given by irrigation, this study also probes into how Taiwan Joint Irrigation Association controlled irrigation space and formed the political power during the time of agricultural irrigation. However, this power was shifted with the flowing of water. Taiwan Joint Irrigation Association not only depends on the limited subsidies, but also cooperates with political policy to beautify the environment along the roads of irrigations and preserve the ecology. The subordinate workstations adopt and maintain the public facilities in Ershuei Township by themselves and beautify the environment. Besides, the modernized bike ways gradually become the extraordinary life landscape. Through the control and shift of water spatial power in Ershuei Township, it causes different body experience between space and person during different phases. The final goal is to probe into how the spatial existence forms with the interaction between people and irrigation in Ershuei Township through the process from domination to sharing of the irrigation space.
