The Operating Risk Management (ORM) is by set of system approaches, by the identification analysis, comments the quantity appraisal, the guard to suppress with procedures and so on restoration study, achieves the risk to reduce or the control risk goal, thus achieves result of the best duty, is one kind of preserved resources effective action and the procedure, The main essence is distinguishes and the control risk by the logical way. It is also one kind of balance risk implicit cost and the imaginary profit logical program, but the benefit does not reduce or personnel casualty's reduction limited to the disaster ratio, also possibly is the efficiency or the duty achievement actual promotion. Into the convenience Operating Risk Management's analysis, the induction and the conformity, after and has the accident the person, the matter, the thing, occurs the reason, to pass through, the influence stratification plane and melt risk data storages and so on measure, This research is take first aid as an example, rescues the operational security knowledge library using the Operating Risk Management and the Topic Maps method construction accident prevention.
