The Operating Risk Management (ORM) is by set of system approaches, by the identification analysis, comments the quantity appraisal, the guard to suppress with procedures and so on restoration study, achieves the risk to reduce or the control risk goal, thus achieves result of the best duty, is one kind of preserved resources effective action and the procedure, The main essence is distinguishes and the control risk by the logical way. It is also one kind of balance risk implicit cost and the imaginary profit logical program, but the benefit does not reduce or personnel casualty's reduction limited to the disaster ratio, also possibly is the efficiency or the duty achievement actual promotion.
