Previous and reigning research concerning securities of public-places and libraries shows that the safety of existing libraries inside multifunctional composite buildings under five floors could be a big concern. Furthermore, Building-usage plans and concept of fire safety managements are weak. Hence, it is of vital importance to build a framework to evaluate efficiency and completeness of evacuation procedures. However, it does not exist yet. Based on the international and domestic documents relating to the factors of building fire risk and life safety assessment criteria of refuge and escape, the fire escape safety assessment main items will be developed. By adopting suggestions from the library safety study documents, more detailed items for fire escape safety assessment will be realized under purposes of optimal facilities and building field management. Employing the Delphi specialist survey method, the framework items of fire escape safety assessment for the rural and township library will be established by concerning its importance and feasibility. The weighting of each item will be given as well. According to the framework items, a field investigation tool will be developed for testing and reviewing. The assessment framework consists 3 categories of the building space configuration, the fire facilities and smoke management, and the visitor number control, of which 12 main items and 27 detailed items included. This study conducts the field measurement and assessment by using the field investigation tool of the assessment framework. The assessment results show that the library with highest score is 67 and the lowest is 25, and the rest are among 41 to 60. Through this assessment operation, the baseline of fire escape safety for rural and township library should be more than 52, and it proves that this assessment framework is workable in reasonable range.
