碩士 === 長榮大學 === 職業安全與衛生研究所 === 97 === This study began with a series of interviews to explore safety culture of the studied plant. A 22 – construct questionnaire with 167 items was designed to survey the safety climate of the plant and 232 effective samples were collected. The results showed safety encouragement and performance appraisal are the weak constructs while safety value, action and position and PPE utilization are the strong constructs in the investigated subject. During conducting the survey, an explosion accident occurred in one of operation units. Comparing the survey results between the accident – occurring unit and the rest units, we got statistically significant differences among the following constructs, namely, safety encouragement, risk management, safety education, safety program, work stress, and work coordination. The accident investigation team also revealed the root causes which share the same weakness indicated in the questionnaire survey. This study concluded that safety culture assessment could be used as an effective indicator to pinpoint the weak elements in the safety management and in-time corrective measures could be accordingly taken to improve safety performance.
