| Summary: | 碩士 === 長榮大學 === 土地管理與開發研究所(在職專班) === 97 === The advantage and disadvantage of the watershed management has close connection between social development and the quality of all people’s lives. But it is difficult to promote the watershed management in Taiwan. It takes new ideas and ways of doing things to deal with the increasingly complicated management so that the people’s lives and the property can be secure. It’s also important to make good use of the source of water and land. It also provides people with leisure and other ways of multi-objective uses. Furthermore, it will protect the ecology and natural phenomenon along the river area to achieve the general goals of the watershed management.
The major purpose of this reseach is as follows: to find out the problems of Tsengwenhsi Basin and to co-operate with the experts. Thus, with the help of the expertise, we can collect the information of the ecology, economic value and the social culture. And then we can propose the most suitable strategy and impotant measures. By means of these strategy and measures, we use AHP law to analyze, evaluate and calculate their advantages; besides, we can obtain the overall achievement and evaluate all the measures’ important influences on Tsengwenhsi Basin.
After being carefully studied, the reseach shows : (1)Compared the need of development of Tsengwenhsi Basin''s land use with feasibility of strategical fulfillment, the forever development, inclusive of the upstream, the middle reaches and the downstream, is more important than the latter.(2)Considering the need of forever development, the priority, including the upstream and the the middle reaches, is as follows: first of all, to protect the environment forever, and then the development of the society and the last one, to develop economic forever. As for the downstream, to develop the society forever is as important as to protect the environment forever ; whereas, to develop economic is not so urgent. The part of feasibility of strategical fulfillment is : In the upstream part, the most important is the legal feasibility; then, the financial and technical feasibility are equally important. In the parts of the middle reaches and the downstream, the most important is legal feasibility, the second important is technical feasibility and the least important is financial feasibility. (3)according to the information obtained from the above specific measures, We can infer what are the most urgent or necrssary measures in the parts of upstream, middle reaches or downstream. (4)The experts distribute questionnaires and get the concrete chart of impact point. It shows the need of forever development and the feasibility of strategical fulfillment. Furthermore, because the impact point of these measures locates on various quadrants, the experts conclude it is very important to carry out the measures for each part of the river area of Tsengwenhsi Basin.
