There are professional suppliers of IC design software as well. Both high-tech and traditional manufacturers have lots experiences of offshore outsourcing, which has become an important aspect of the operations. Seeing that, the study is based on secondary data research of outsourcing and offshore outsourcing integration to collect and classify 14 important factors to generate the questionnaire. After analyzing the feedback collected by descriptive statistics to view employees’ understanding of the basic information, industry and other sectors such as profiles, and the use of ANOVA offshore outsourcing enterprises to trace the significant variation exist in different industries, organizational units and sectors of employees. The result shows that the importance in outsourcing businesses overseas differs significantly in various sectors of industries, organizational units and position levels. For different industries, "core capabilities and technology leadership" and "interdependent resources" are the significant factors; as for organizational units, there are significant differences in "the specificity of the areas where resources", "technical uncertainty", "risk aversion" and "the duration of agency relationship"; "core capabilities and technology leadership" and "the duration of agency relationship" are two significant factors to position level. The final results are listed as a reference to the industries and recommendations for future research.
