Abstract
The essence of urban regeneration is to breathe life afresh into the slums and ghettos of the city, a subject on which the world’s leading city developments have yet to reach a consensus. Contrary to popular belief, urban renewal does not solely consist of rebuilding, and similarly, its method is not simply limited to Floor area incentive; plain renovation of old shacks is no doubt an inadequate portrayal of urban renewal. The current time calls for private firms to take charge in these urban renewal parts of renovation and reconstruction, while the government plays the role of supervision and plans the renewal project such that it brings an ultimate positive impact onto the city, including improvement of local economy, long-term employment opportunities, increased downtown efficiency and the like. Therefore, urban regeneration should proceed in light of the common good, through development and use of city land plans, and hopefully be able to refine city outlooks in genuineness, improve social and economic environments, and attract fresh, colorful cultures to enliven the society. Most importantly, urban regeneration should strive to achieve cooperation between the government and private firms requisite of the day.
This thesis debriefs the operative process and real-time practicals, in an attempt to instigate recovery from the current hindering procedures and complications. I will first discuss and examine the procedures of the individual cases of Taipei city, then further analyze the public and legal understanding of city renewal and the procedural difficulties that ensued. In conclusion:
Conclusion
After critical analysis from the viewpoint of laws and regulations, progressing strategy, and implementation mechanism, I conclude:
1. Legal and regulatory problems are a result of “the uncooperativeness of transverse laws” and “the impotency of public authority”.
2. Strategic problems spurred from “disadvantaged minorities”, “urban improvement visions”, “public-private partnerships”, and such.
3. As for implementation mechanism, “examination procedure and uneven distribution of human resource”, “the public understanding of renewal and the lack of publicity”, and “discord among the transverse departments of government”.
Suggestions:
1. Trans-departmental reallocation of power and authority involved in urban renewal
2. Establishment of specified institutions and the authority distribution within.
3. Innovative proposition of urban spatial development plans and the implementation thereof.
