Both central and local governments have been trying to stimulate the development of bicycle leisure and commuting activities. However, public sector and research academy have been neglected the difference between female and male for a long time in Taiwan in terms of cycling demand and cycling behavior. Therefore the existing transportation system has not been considering the characteristics of female users.This is an original study trying to investigate the differences of cycling abilities and cycling difficulties of females in Hsinchu Technopolis. Hsinchu technopolis originated from the successful development of Hsinchu Science-based Industrial Park (HSIP). High-tech workers typically regard cycling as a social activity. Especially the females will cycle with family as a leisure activity.This study focuses on cycling and the differences by gender in terms of use and facility preferences. Researchers will try to examine in depth the female cyclists’ ability in a technopolis based on females’ different responsibility which including working, driving children to school, shopping, and so on. By using RASCH analysis, the difficulties and abilities of female cycling will be examined. The research results will provide a set of valuable information for evaluating the efficiency of government resource allocation and an appropriate cycling policy for constructing cycling facilities. The overall goal of this research is to provide suggestions of a reasonable cycling policy for recreational cycling and cycling commuting for females in a technopoles.
