The governments of each country had been addressed “New Public Management” strategies in order to cope with the crisis. In the institution, the government of country use of decentralization, empowerment, privatization and so forth for local governments, private sectors, and the third sectors to provide the public service. Hence the age of “Public Governance” has arrived. The Research about the Public Governance since 1990s and it has more than ten years of history. According to many literature works of Public Governance, we have found that qualitative research of Public Governance start to adopt quantitative approach for display.
This research is trying to construct the “Governance Indicators Assessment System” that adapt to application of “regional governance of Science Park and Local Governments in Hsin-Chu”. Thus, we discussed experience about the Silicon Valley regional governance, and the experience include regional governance institutions, strategies, interaction forms of policy network, and indicators assessment system etc. By approach of lesson-drawing, we learned the experience of Silicon Valley regional governance especially indicators system, and take it as foundation to develop “Hsin-Chu Regional Governance Indicators System”.
In order to construct the governance indicators system, we utilize “Delphi Method” to develop. Through a survey of expert questionnaire Delphi technique and institution of mutual feedback, as a result this research constructed an indicators system for Hsin-Chu regional governance is composed of government, citizen, economy, society and spatial five governance dimensions. In the five dimensions of Hsin-Chu regional governance indicators system furthermore include fifteen indicators clusters and forty indicators. In addition, through the process and outcome of construct governance indicators research as foundations, we provide seven conclusions for regional governance of Science Park and Local Governments in Hsin-Chu in the future. As a result the conclusions of this research as described below:
(1)To the public governance quality course, the academia begins to turn to quantification way.
(2)The study of Public Governance started to adopt quantitative approach for research, but some indicators especially about government governance were difficult to quantify.
(3)Based on this research outcomes, we developed the “Hsin-Chu Regional Governance Indicators System” could conform to theory assumptions of policy monitoring, policy evaluation and policy information.
(4)Although the Public Governance age has come, but in the public governance process the governments are still leaders.
(5)Based on the research outcomes, we discovered the perspective in “Efficiency of the Supremacy” of NPM Theory which the perspective already has not adapted to assess the public governance process.
(6)In order to response and conform the public demand and expectation, we suggest that local governments should usually revise the governance visions.
(7)According to the research outcomes, we discovered the “Hsin-Chu Regional Governance Indicators System” is similar to the “Silicon Valley Indicators System”. They possess characters with regional governance of Science Park and local governments.
In addition to the basis of the conclusions, this research is providing six policy suggestions for the model of Science Park and Local Governments in Hsin-Chu.
(1)The local government’s vision and governance policy should need to carry on appropriate adjustment with the time gradual progress.
(2)This research was developed the governance indicators assessment system which should be strengthened the integrity.
(3)The database of “Hsin-Chu regional governance indicators system” which should be needed to construct and strengthen.
(4)The participants in the process of governance indicators constructing who should promote the diversity.
(5)The information about policy monitoring which should be avoided simplifying the policy implication.
(6)At last, in term of the characters and development conditions for regional governance of Science Park and Local governments in Hsin-Chu, we suggest that could establish “Metropolitan Development Charter Framework” in future.
