碩士 === 國立中正大學 === 政治學所 === 97 === Lately many countrys sign agreement of local conmerce in order to gain more economy profit in the global trend and geographic relation；However，by the complex affection of politics and nation security,the only notive of signing local trade agreement is not for economic profit,e.g. freed commerce area fo ASEAN. After the end of the cold war, the geographic location and the consider of politics became more and more important, and then the strategical value of ASEAN fall largely by the ed of cold war and the change of nations situation.Hower recently, many country to fight for energy and many economic issue which cause ASEAN become importance of nation politics. Since ASEAN is formed,which role from initially against the communist party to emphasis the local organization of economic cooperation under the end of cold war.ASEAN enhance the organization continuously and the part in from the commercial agreement to free trade seem to fully support ,however it is not efficiency, the article would study the process of development and analyze the reason of hinder cooperation. At the initial phase of foundation of ASEAN, which is doubtful and fear to China. Hence there is no interation between the initial phase of ASEAN and China Recently, the China used aggressive and friendly diplomancy policy intend to eliminate the doubt of ASEAN to the saying of China’s threats. After the crisis of finances,ASEANS considered that the cooperate issue of securityof countries can’t promise to undergo the security of commercial crisis. Thus, ASEAN considered the fact that the Chin’s economy progressively, and then they make up the free trade area of ASEAN-China The text would study the effect of ASEAN and Chin’s free trade area, the effect ot interior exterior, the productive struction and the change of trade. In addition, the policy of ASEAN under various economic condition would be discuss. Recenty, progress of China and shortage fo nation energy inferior to abundant nature resource of West-South Asia and economic grouth rapidly that ASEAN is apparently important, hence, American and Japan are roped in ASEAN.The text will discuss of the survival policy of small country under the contest of big country.
