| Summary: | 碩士 === 國立中正大學 === 法律所 === 97 === For all the increasing medical technology and the climbing average age of people, there are more and more disable elders in our society needed us to take care of. How do we create a well living society and to give them more opportunities to live and to gain others’ respect? It is very important for us to build a well secure normal model forms for disable elders, immediately.
This research based on document analytic method. From the point of views of disable elders and their family needs, through the secure normal model forms of disable elders build up a correct concept in society. This research tries to let the disable elders to be protected in the based model forms. The analyzing of this research will break into four parts- who to be secured, administrative executive modes, professional integrated modes, and the forms of disables and elders secure modes.
According to the research, there are several level issues in disable elders secure normal model forms. In each level, it can be used into three integrated modes of social welfare systems: the service division of labor modes, the responsibility organizing modes, and the solo organizational modes. According to the characteristic and the degree of regulation of conformity issue, it is proposed a short-term, a medium-term and a long-term integrated strategy.
The short-term strategy is mainly working on the service integrated. For example, from the welfare activity aspect, the care-center and the elder welfare center should be integrated. In medium-term strategy, the similar areas of laws in this issue should be examined and revised.
The elder welfare is mainly focus on the normal elders and the healthy elders. Therefore, the long-term strategy is to integrate the society and health or labors politics systems into a whole administrative system. Also, to build a well system in disable elder secure normal model form to protect the disable elders.
