First, education for foreign spouses, core competence of teaching foreign spouses and criteria are explored in literature review. The study thus addresses a connotation of core competence of teaching foreign spouses and drafts a concept of constructing the criteria by analyzing, integrating and inducing literature. Next, experts have been consulted three times with the Delphi technique to help inspect and revise the criteria. At last, findings and conclusions are brought up as suggestions for educational authorities, school units and foreign spouses’ teachers. The findings of the study are as follows: 1. The constructed criteria consists of three levels: 5 dimensions of teaching ability standards (1st level), 16 level criteria (2nd level) and 64 behavior indexes (3rd level). 2. The five dimensions of teaching ability standards include the evaluation ability standard for learners’ needs, the course planning ability standard, the teaching material development ability standard, the teaching practice ability standard, and teaching evaluation ability standard. They are grouped into three fields: teaching planning, teaching practice and teaching evaluation. 3. The sixteen level criteria are referred to learners, knowledge of foreign spouses, methods of evaluating learners’ needs, course planning, learning place arrangement, peer discussion, contents of teaching materials, presentation of teaching materials, teaching assistant materials, learning motivations, interaction between learners and teachers, class management, application of teaching methods, teaching evaluation, self- learning instruction, and self-evaluation for teaching. 4. Sixty-four indexes are stated on the third leve l as reference for teaching behavior. The suggestions of the study are stated in the following: 1. Suggestions for foreign spouses’ teachers: (1)Teachers may adopt the constructed criteria to self- inspect their competence. (2)Teachers may attend their in-service study at the competences that they lack. 2. Suggestions for teaching organizations of foreign spouses: (1) The organizations may adjust indexes to conduct in-service study for teachers based on the core competence criteria and the conditions of the local community. (2)The organizations may actively help teachers promote their core teaching competence. 3. Suggestions for educational authorities: (1) The authorities may actively plan various training programs and activities for teachers. (2) The authorities should establish an evaluation system for training programs for teachers. 4.
