碩士 === 國防大學理工學院 === 軍事工程碩士班 === 97 === The main purposes of Ethics Department are： to maintain policy, to monitor orders, to retain discipline, to prevent corruption, to protect profit of soldiers, and to promote unity of the military for the Armed Forces. One of the important duties of preventing corruption is to monitor each phase of procurement life cycle to prevent corruption. In this study, focus is on how to prevent the corruption during military works procurement. Questionnaires issued to military engineers, and ethic officers were firstly investigated to collect important defects and corrupt factors generally happened in the construction projects during the past 3 years. Fuzzy Delphi Method was used to select those useful defects and corrupt factors in this study, and a self-check list for the ethic officers was developed to help them to identify and prevent the potential corrupt things. The research has four major contents and achievements. They are: 1. Analyze the differences between Ethics system of military of R.O.C and the World’s anti-corruption system. 2. Collect the potential corrupt factors from the military works in the past years, use the secondary analysis to find the problems of both management and execution, and offer proposes to improve the monitor management for military works procurement. 3. Use Fuzzy Delphi Method to choose important potential corrupt factors, and develop a self-check list form to prevent them. 4. Provide a general management method for the ethic officers to prevent the potential corruption when monitoring military works procurement.
