The electromagnetic pulse (EMP) is a phenomenon of instant electromagnetic changes and generated tre-mendous energy to destroy all kinds of electronic equipments with extreme short time. Electromagnetic interference shielding and protection is particularly needed for mili-tary facilities and corresponding electric power and communications. The study investigates the shielding effectiveness (SE) of the outer wall of mili-tary facilities by means of the numerical simulation software (SEMCAD-X). First uses the related literature the collection and the discussion, confirms the SEMCAD-X numerical simulation software the feasibility analysis and narrates its operation flow, next discusses the related concretes thickness, whether there is the steel bar intersec-tion using SEMCAD-X to weld separately, the steel bar diameter, the steel bar and the steel bar center of circle spacing and factors and so on double-decked mat rein-forcement level spacing, the influence which produces to the steel bar coagulation dirt wall shield potency. The analysis result showed that the steel bar overlapping spot welding or not, to the mat reinforcement shield potency approximately is 1dB to 2dB; Concretes thickness has not affected nearly to reinforced concrete's shield po-tency; Enlarges, the steel bar and the steel bar center of circle spacing as for the steel bar diameter changes small and the double-decked mat reinforcement level spacing fill-out all makes the reinforced concrete shield potency to increase. Finally because of this article findings, applies in a military installation protection aspect, regarding the newly built military engineering facility's reinforced concrete outer wall, under the structure security's premise, must use the multi-layered mat re-inforcement, and enlarges the level the spacing, and faces the dense mesh thin steel bar Shi Zuo the way, then increases the steel bar coagulation dirt wall the shield po-tency.
