The industry of mobile telecommunications has had a problem on installing base stations. Mobile companies often faced protests of inhabitants and their neighbors. Construction regulations and local governments also made it difficult to set up base stations. This thesis is concluded with the following findings: 1. From the perspective of the Constitution, the power to regulate mobile telecommunications base stations belongs to the central government, not local governments. 2. Every law has its own purpose and mandate. Lawmakers should not pass provisions in the “Telecommunications Act” to preclude the application of the “Management Act for Apartments and Buildings” to base stations. 3.
