Currently, the process of implementing the RFID technology on blood bags has hesitated to move forward in accordance with the influence of upstream and downstream environment, budget, organization, etc. This study has adopted the consideration factors in taking such new technology for blood bags of the non-profit organization (NPO) blood donation center, along with the analytic hierarchy process (AHP) to explore the decision-making consideration of applying the RFID technology, and experts’ and scholars’ viewpoints on the efficiency of implementing the RFID for blood bags. As the aspect of influential factor in applying RFID is broad and stays in the phase of trial; therefore, this study has adopted AHP as the research method to carefully evaluate the implementation plan, decrease the risk of implementation, and provide blood donation centers with the reference to make decision on implementing RFID to their blood bags. From the data analysis on the blood bags procedures, the efficiency included: acceleration of inventory process, reduction of operating time, adjustment of stock management, decrease of risk for blood transfusion error, increase of blood circulation, as well as the full-course resume record of enhancing the blood quality. In addition, the important consideration factors of implanting RFID on blood bags are the financial policy, data reliability and establishment cost that also identified with the consideration on the budget source for the NPO currently. As for experts’ and scholars’ viewpoints on the efficiency of implementing RFID system to blood bags, which included the decrease of medical errors, upgrade of blood quality, safety of blood, increase of operating efficiency, reduction of manpower, increase of stock management efficiency for blood bank, accuracy of blood data, and management of information exchange, share and follow-up, etc. This study has discovered that the safety of implementing RFID to blood bags is feasible; however, due to the system compatibility, establishment budget of software and hardware system, coordination with related laws and regulations and subsidy from government’s budget, etc., the promotion of developing the RFID to implement to blood bags has been somewhat influenced. Therefore, in the future, the maximum efficiency of implementing RFID system to blood bags should be developed from the frond-end blood donation center to expand to rear-end medical hospitals and institutes. Thus, it is expected that the related authorities to continuously promote the implementation of RFID to blood bags to increase the patient safety and blood quality.
