Every factory all without exception energetically conducts in new process implementation, process modification or capacity expansion …and so on. While processing the stages of conduction, modification and expansion stages, many risks may be extended. Most of all, it directly has impacts on modification and expansion of special gas supplement facilitate. In all gas harm, special gases can cause the most serious results due to their chemical characteristic. If a staff carelessly contacts with a few amount of special gases, he/she may be sick. And it may endanger to life if it’s a heavy leak. Furthermore, it will lead to difficult control while the leaks of flammable or pyrophoric gases are not handled immediately. According to the references, the emergency response procedure is only figured out in a compendium, which may not take the following components into account, such as gases’ characteristic, emergence areas, gas supply equipments while gas leaking. On the other hand, there should be various check items, response procedures and condition evaluations to present the real-life emergency response procedure. This study analyzes and explores the special gases used in Hi-Tech industry and also combined with gas leaking cases. Eventually, the improving suggestion of the related question is investigated by Emergency Response Dept., Risk Management Dept., Equipment Dept., Facility Dept., and Safety and Environmental Dept. Through case analysis, the emergency response procedures should be different based on varied emergence areas while special gases leaking in High-tech industry. Then, summarize the most frequent occurred problems according to the leak of reasons, rescue and the staff’s response procedures. So the following administrative managed actions are brought up: for instance, to add materials from steel cylinder and to replace vendor. Besides, this research is going to set up an integrated guide of emergency response procedure, training plan, practice propose to assist the commander. Finally, this study will build up a complete emergency response procedure to reduce the operation break chance. That not only keeps well operation of the company, but also promotes the corporate image. It’s able to growth continuously because of pleased customers and relieved employers.
