The continually progresses of society depends on division of the specialty labor. Any specialty must be able to establish its validity and legitimate of existence; The architect carried out its service is whence past specialist training and the national qualifications test, if followed the political power to revise the law to substitute for the specialist country test system, will twisted the construction specialized social value and the specialized authentication; But the discusses of architect legal specialty localization and the responsibility boundary, is the main motive for this research. The main purpose of this research is to discuss the architect to be supposed to have demand of the specialized responsibility to face the future society and the responsibility of the environmental trend. In order to reach the research goal, this research picks the line of general system research technique, by the literature review, methods and so on experts interview, questionnaire survey , the literature review emphasize on collection and the analysis in the material, discusses its legislation essence from the reading analysis correlation laws and regulations, basis of and the domestic and foreign literature material as the elaboration of the architect disciple of a master, and performs the statistical analysis material of the questionnaire survey. This research discusses and reorganizes induces the following item: Power and responsibility of the 1. Discern each correlation author’s rights and obligations in construction laws, as well as in the law should take the responsibility, will conducive toward favor the establishment fairly construct system, and will provide the construction management administration, the technical separation perfect mechanism. 2. The architect’s role is a specialist in the production system.The architect is responsible for design of and the jail the building make, and the specialized part hands over by the specialized technician handles; Conforms to the construction to manage and to construct the behavior the specialized labor division principle. 3. The architect’s master role and the social position need to be promotion. People do not have high appraisal for the architect’s legally execution, the architect while is carrying out its service and the rights and interests legally, should think deeply about the specialty responsibility.
