According to the research of Mowery et al.(2001), it reveals that the practice of Bayh-Dole Act does not really enhance the technology transfer to well-known university. It is assumed that its performance is caused by the reputation of the university. Besides, Tornatzky(2000)、Siegel et al.(2003) assumed that the office of technology transfer plays an important role when the technology is being transferred. An argument of this thesis is to discuss whether or not the patented technology will be a influential factor when it comes to the protection efficacy and technology transfer. Colyvas et al.(2002) proposed that on the protection efficacy of the invention that brought out by universities with patent is not the most excellent method but depends on the field that of the inventor to judge will be more appropriate. On the aspect of technology transfer, Tornatzky(2000) holds the idea that the base of technology transfer is the licensing of intellectual property. Of that, Thursby and Thursby(2003) consider that the involvement of the inventor on the follow-up processes also plays an important role. With the method of interviewing related-field experts, the finding of this thesis goes with the following: 1.The reputation only has an effect for the initial-staged inventor. However, as to those inventors who have already had the proficient ability has a trivial effect. 2.The technology transfer has its importance to be established under the enhancement of professional knowledge and the ability of lawsuit. 3.The patent does have its efficacy of protection; however, it still needs to be evaluated by the field of the inventor. 4.The first phase of technology transfer is to be having a patented technology thought not every case will succeed. The bottom line is that the achievement should meet the need of both industries and the market and the involvement of the inventor for the initial and latter-on process.
