They classify the conflict incidents to four main types: “Late arrival with early off duty”, ”Excessive interference”, ”Pick of shifts”, and ”Reveal of privacy”. The researcher attempts to comprehend the following on the basis of the experience of home care workers: What are the common difficulties and dilemmas in the special workplace of home care service? How do the workers respond when they are likely to act against the regulations of institution and working ethics? And how do these responding strategies initiate later “supervise” mechanisms? This study introspects the policies in large scale and the structural factors behind conflicts from the microcosmic level. Institutional ethnography is used as my study approach. Seven home care workers who provide direct services in working system are involved in my study through the framework of institutional ethnography. In spite of the experience of home care workers, in order to depict the relationships of the authorities in home care working system, I interviewed with five social workers and one manager of institution along the sequence of events. The texts and documentaries in home care system are also collected in order to discover how the texts make us treat the “conflicts” in the institutions through the regulations of institution and the government policies, and how the sticking points behind the conflicts combine with the whole policies and regulations. The result shows that the dominative relationship concealing behind the conflicts comes from the following occasions: 1.The entrusting relationships under the privatization of home care service system result in the bureaucratization of management. Under the contractual cooperation between government and local non-profit organizations, the subsidy of the home care program not only raises the problems such as the demarcation and feeble trusting relationship between service provider and service supervisor, but also causes the negative impacts within the delivery process of home care service. 2.With the development of the identification of home care workers, the overseeing system and various texts spring to supervise the works of home care workers. 3.The expanding opening of clients indirectly affects the transition of identification and labor condition of the home care workers. The workers also suffer from the different working environments and exploitations when the institutions face to the difference among regional regulations and the deflation of both service content and hours at the time. Through the whole process of the establishment of regulations, we can see the following phenomena: 1.The complex relationships of the trinity of workers: service, professional, and consumption. 2.The working conditions of workers: The institution has to face to the control of costs. The abominable working condition is the cause of a high turnover of workers, and the quality of services is also affected. 3.To put the cart before the horse in home caring. 4.The transfiguration of home care works: The home care work is toward to the missioning object after he definition of home care is narrowed. The invisible works of emotion are taken as general abilities. The main critical stream standardizes the transportation of services and it also dehumanizes the caring relationships. These doings make the home care workers confused in both moralities and emotions.
