Numerous talents in different fields have been cultivated, which firms the foundation for developing democracy and economy in Taiwan and brings about Taiwan’s economic miracle. In the progress of vocational education, junior college is considered as the earliest, the most complete, and the most diverse higher educational system associated with Taiwan’s economic construction. The focus of talent training has been changing from labor-intensive and technology-intensive to capital-intensive and knowledge-intensive in the past decades, and the successful reorganizations of junior colleges have been a great support to such a change. Since the Ministry of Education issued “Implementation Regulations for the Reorganization of Junior College into Institute of Technology and the Establishment of Junior College Divisions” in 1996, many junior colleges have been reorganized as institutes of technology for increasing competitiveness. To catch on the trends of developing information technology and reforming national education, new ideas and new thinking need to be integrated into the future development of military education. The reformation of military education system is restricted not only by the provisions of the Ministry of Education but also by the requirements of national security, national defense, policies of military education, and current military service system. Without timely reformation, the development of military education shall fall behind. In view of the past reformations of the Army Academy R.O.C., it is known that the authorities require considerable time to analyze all factors for projecting a reformation. In compliance with the provisions of “Implementation Regulations for the Reorganization of junior college into Institute of Technology” set forth by the Ministry of Education, this research encompasses the study about the reorganization of Air Force Institute of Technology and interviews with scholars, officials from Ministry of Education and officers from Ministry of National Defense, and based on the analyses of “Implementation Regulations for the Reorganization of Junior College into Institute of Technology and the Establishment of Junior College Divisions”, the research concludes the following suggestions: 1. Evaluate the conditions of a school, policies of military education, and demands for talent training, so as to establish the methods and principles of reorganization. 2. Form a school committee which integrates both military and vocational educations for reorganization. 3. Project vocational education with military characteristics, from the perspective of talent cultivation. 4. Complete a preliminary scheme to timely cope with the execution of military missions. 5. Based on the characteristics of military education and conditions of the school, find solutions to the problems which occur during the reorganizations of other schools. 6. During the reorganization, exchange opinions with other military organizations, businesses, and educational institutions to improve the training of professional and practical skills for the students’ career planning.
