The aviation maintenance industry in Taiwan is confronting with constraints of short labor force, high labor cost, un-successive experience transmission and difficult to obtain field. Contrary to Taiwan, China possess lower labor cost, lower field cost, wide domestic market and investment incentives such as preferential duty, investment allowances etc.. In accordance with the future global market forecast of Airbus and Boeing, the outlook of the aviation related business will be still growing up before 2025. The following are the motive of this research: In the beginning of global aviation business development. Examining the weakness of Taiwan but strengths of China, for develop aviation maintenance industry whether Taiwan may via cross-Strait’s close similarities to make international competitiveness up. Any organization should have more than one constraint, otherwise it will output infinitely per TOC’s argument. The purpose of TOC is looking for the constraints which obstruct the development of business or organization, and find the solution of the constraints. This research applies TOC to analysis aviation maintenance industry in Taiwan and finds the root cause are “Government’s policy and assistance of aviation industry in Taiwan are not clear”, “The policy of cross-Strait is taut” and “The aircraft is always maintained by its operator’s repair station or interchange maintenance”. And “Government’s policy and assistance of aviation maintenance industry in Taiwan are not clear” is the key of these root cause in Taiwan aviation maintenance industry development. This research offers (8) “injections” for the (3) root causes and one of the “Government improves investment environment and loosen the restrictions of invest in China” is the root injection. This research offers (2) ways and (4) “intermediate objective” items for achieving these injections. Finally, this research offers transition programs and intermediate objectives as threshold and benefit for manufactory subsistence and most stockholders, staffs and their family.
