In America, the GrassRoots Recycling Network reported that the amount of waste increased because of the rapid development of the economy. Some of the Earth’s resources are limited, and when they are exhausted, there will be no more natural resources to use. Therefore, managing waste in a sustainable way and how to create a zero waste sustainable society have become important goals. Taiwan’s Environmental Protection Administration (EPA) has implemented various waste reduction and recycling programs. Recycling is one of the most important concrete measures of waste management in Taiwan, but the success of such recycling policies depends on consumers’ recycling intentions. This research employs the Theory of Planned Behavior (TPB) proposed by Ajzen (1991) as the theoretical basis for probing into consumers’ behavior intentions to recycle waste. This study also extends to examine the moderating effects of perceived lack of facilities and perceived implementation performance of recycling policies on consumers’ recycling intentions. The results reveal that, except for perceived behavioral control, all the constructs in TPB have positive effects on consumers’ recycling intentions. Moreover, consumers’ perceived lack of facilities and perceived implementation performance of recycling policies indeed exert some moderating effects on the proposed TPB model of recycling intentions. The results of this study could enhance a better understanding of consumers’ recycling intentions and some managerial implications for Taiwan’s EPA are also given.
